Lily Reynolds is an urban planner specializing in infrastructure, transportation, and community engagement. Since 2022, she has served as the Director of Federal Infrastructure Strategy for the City of Philadelphia. In this role Ms. Reynolds leads a cross-departmental team to ensure the Bipartisan Infrastructure Law (BIL) creates opportunities for historically excluded communities, particularly people of color. Ms. Reynolds spearheads efforts to increase workforce and business diversity on infrastructure projects. She is the lead with federal and local partners on Philadelphia’s White House Workforce Hub. Previously, Ms. Reynolds served the City of Philadelphia as Deputy Director of Complete Streets, leading Vision Zero planning and project implementation. Ms. Reynolds holds a BA in Geography and Sociology from the University of British Columbia and a Master of Urban Studies from Simon Fraser University. Ms. Reynolds maintains accreditation with the American Institute of Certified Planners (AICP).
