Joe Clemens, AICP, serves as Manager, Strategic Planning at the Southeastern Pennsylvania Transportation Authority (SEPTA) in Philadelphia. His current role focuses on the phasing and implementation of SEPTA’s Regional Rail Master Plan. Joe has over 20 years of project management experience and 15 years as a transit planning specialist, including nine years with transit agencies. Prior to SEPTA, Joe worked for several years at DART in Dallas, over five years at Capital Metro in Austin, and 15 years for private consulting firms. Joe specializes in transit system planning, transit corridor planning, transit-oriented development, and FTA CIG project development. During his career, he is proud to have laid the foundation for El Paso’s BRT network, Oklahoma City’s modern streetcar, and Austin’s Project Connect high-capacity transit system plan. Joe has presented at the 2019 Rail-volution, 2023 APTA Mobility, and 2023 APTA Rail conferences. Joe graduated with a Master of City and Regional Planning from Rutgers University in 1999.
