Charles L. Guttenplan, AICP, PP (Charlie) is the Director of Planning and Zoning in Whitemarsh Township, Montgomery County (PA); Whitemarsh is a first-ring Philadelphia suburb. Previously, Charlie was a private planning consultant, planning director for another first-ring township, and Associate Director/ Community Planning section chief at Montgomery County (PA) Planning Commission.
Charlie has a Masters in Urban and Regional Planning, University of Pittsburgh and a Bachelor’s degree in Man-Environment Relations, Penn State University. Charlie was previously an adjunct instructor at Temple University in the (former) undergraduate Community and Regional Planning Program. He currently teaches for the Pennsylvania Municipal Planning Education Institute (PMPEI) and sits on the PMPEI Board. He is a member of the Board of Directors, PA Chapter of APA and serves on the Chapter’s Planning Officials Development Committee.
In 2022, Charlie received a (PA) Governor’s Award for Local Government Excellence in recognition of his longstanding career.
