Andrew Brennan
Vice President, National Transit and Rail Sector Consultant, HNTB
Boston, MA
Senior transit professional with extensive experience in all areas of transit project development and operational considerations. Strong background in capital project development including state and federal environmental review and permitting, capital funding programs such as CIG and other discretionary federal programs, having secured in excess of $1.5 billion in FTA funding for projects.
My passion lies in the intersection of transit and sustainability + resiliency, specifically how transit agencies reduce their environmental and carbon footprint as well as to make the transit network more resilient to the impacts of climate change. I have worked on these issues in both a project level as well as an enterprise level. Successfully worked to implement programs that resulted in major greenhouse gas reductions from the transit network (i.e., a 47% reduction in carbon over a 13-year period – well on its way to meeting the goal of 50% reduction by 2030.) I managed the energy and utility program for the transit agency: the largest energy consumer in Massachusetts and one of the largest in New England. Converted the agency to 100% renewable electricity.
Also instituted one of the first climate vulnerability programs of any transit agency in North America, having completed vulnerability assessments for the transit network which is the starting point for the agency to institute climate considerations into capital funding programs, asset management systems, capital projects and transit operations as whole.
Now working in the HNTB National Transit and Rail Practice to help bring these types of programs and improvements to transit agencies across the US.
